Hercules emulates old IBM Mainframes, and supports System/370 ESA/390 and 64-bit z/Architectures. For the windows version, you will need to download the Cygwin libraries. Also, you must setup a hercules.cnf file for your system. You can learn more about how to do this from their website.

Hercules now has daily snapshots. ZD will only host major releases for download, but if you want, you can download the very latest release (as in...today, no matter when you read this) by clicking the download link.
