It still happens all around the world, yes, it's barbaric, and yes, it's pretty much looked down upon, but it's interesting to talk about it....I actually put it up there without the intention of any females actually having it done, but rather for the discussion it can hold.

For men, it's cleaner (less of a chance to get shit under it and get infected). Easier to clean. Most girls think cut penises look better than uncut ones

typically the trend now adays is to go uncut, (unless your parents religious) and let the child make the decision when they are old enough.
