Yes. For actually burning the ISO, in Nero:
Open up a Nero window, close the wizard if it comes up. Go to "open."
Next, click the dropdown box, and change it to show ISO files, as such.
Step three is to find the file you want (in my example it's the ISO image of my OS, but it works for any ISO)
Now, the settings should be as follows:
And then you click "burn" and you should be in business.
As for creating the ISO's, here you go:
First, we need to set the burner to be used as the virtual burner.
Then, put your PSX disc in your actual drive. Open up the "Copy Disc" dialogue, and we're ready to continue.

When it asks, just save the file as a .iso file. Enjoy...
